pub fn scopable(model: &Model, changed: &[MeasureId]) -> bool

Whether a change to changed can only change cells at the touched coordinates: every measure their dependents read is element-wise. Then the inputs outside the touched coordinates’ projections need not even be loaded (scope_filter).
